Huangfu Bo(皇甫鎛) was an official of the Tang Dynasty who served Emperor Xianzong(憲宗) as chancellor. He was viewed by traditional historians as a wicked official. In 816, he falsely accused and demoted Cui Qun(崔羣) with the result that he encountered public criticism. Huangfu Decan(皇甫德參) was a low ranking official during the early Tang period. In the reign of Emperor Taizong(太宗), although he was just the vice magistrate of Zhongmou(中牟縣丞), he didn't hesitate to speak straightforwardly to Emperor Taizong. When Emperor Taizong planned to build the Luoyang Palace(洛陽宮), he labeled the Luoyang Palace a wasteful project that would burden the people.
