Liu Yan(劉晏, 716-780) was an official of the Tang Dynasty who served Emperor Daizong(代宗) as chancellor. He was renowned for his reforms of the Tang salt monopoly and food transportation systems. The reforms allowed the Tang economy to recover after An Lushan's disasterous rebellion.
